Greg, lot of folks in that area have little or no money for things like generators and the price of fire wood during normal times because of the population makes that unaffordable. The cities and states don't have the room to move these people into shelters. So who's fault is it that they were born into a poor family, have little if any resources to help themselves out and lack the knowledge of how to do so. I grew up in Red Bank NJ until age 16. Those people out there have few if any skills for survival. Many are poor. A lot are addicted to "public assistance". The "hood" I'm from started out a cookie cutter houses sold to the middle, middle class in the early 50's. Stayed the same until the mid 60's then started to go down hill. Sure some people can work themselves out of a situation like that but many are stuck.
