Paul -- you nailed it -- In 2005 in Louisiana there was as interesting contrast of behavior between the ''Hurricane Katrina Victims'' and ''Hurricane Rita survivors'', the two storms were just a couple of weeks apart and Rita was actually the more destructive from a sheer force of wind standpoint. Everyone knows about Katrina, tens of thousands of hapless, helpless people begging for someone to lead them to food and shelter, it is fair to say most of them were dependent long before the storm and will be so the rest of their lives. After Rita, several entire towns and untold communitys and houses in southwest louisiana ceased to exist, no power, no water or utilitys, wreckage everywhere, yet when the national guard finally made their way into lower Cameron parish and found some people everyone they found were cooking over open fires or butane burners and these people fed the National Guard troops, the clean up and rebuilding of the area had already started, what was the main difference?, these people had been working for a living and living off the land all their lives. Go to southwest Louisiana today and infrastructure, housing and communities are rebuilt better than 7 years ago, go to New Orleans and whole neighborhoods have yet to be touched and half the population is still whingeing and whining that the Gov't and charities did not do enough and blaming Katrina for their sorry existence.
