I had the same problem. Changed one light in my shop. Was a t-12 with two eight foot bulbs. Replaced with a dual tandem t-8 (four,four foot bulbs) that I bought from a electrical supply house. Radio static terrible. Checked all the connections, checked the ground wire to ground with a ohm meter, tried plugging the stereo in every circuit in the shop. Nothing helped. Did research on the net. Found out I needed to use a residential ballast. Bought a Phillips Advance model REB-4p32-sc at Lowes. Box is marked residential use. Problem solved. Since you have changed all your lights another solution I found was to install a external antenna outside of the building.
