Top cut has just the top surface of each lug cut down a little on the back. They look exactly like road worn and will work perfectly well for work. Full cuts have a lot more material removed and the leading edge is only about 3/4 high so they would be less useful for work, but getting them cut is fairly pricy so they are valuable to a puller.
