You're right on. Any boiler can run more efficiently using a storage/buffer tank. Think of it this way, an oil boiler can produce X amount of BTUs. It's going to produce those BTUs if you need them or not.
So if you have a small zone call for heat you're going to burn (for example) 100,000 BTUs worth of fuel when the load is only going to say 25,000 BTUs. The buffer tank absorbers the extra heat that you can use later. It also is going to prevent short cycling which is good for your boiler as well.
A lot of the heating systems we use today were designed with cheap fuel in mind. They work with minimal input from the user but are far from efficient.
