All it will take is an extension of the current bill to take care of this so-called "issue." If they don't get a new one done post-election, they will pass an extension. Length of that extension will be dictated by several things -- how close/far they are on an overall bill; how the elections turned out (control of Senate, White House), etc.
And if they wait too long into 2013, they will get a different budget level to work with and that won't look near as good.
