Measure the transmission oil system pressure, should be 150-165 when a pack is applied. Is there a high-low shift or a reverser? The seals can fail in them after a few decades of service. Or could be cracked lines, failed fitting or a stuck valve inside the transmission. Front pump rarely fails unless exposed to dirty oil.
