The governor is not set to the carburator. So the governor goes wide open. The tab can be put in 180 degrees off. Then you have happen what you are describing. I think you have to have the throttle set to wide open and the butterfly held wide open too. Then after you know you have the tab in correctly then you need to set the external linage to the governor and carb. I don't remember if you do it wide open or at idle on a W4. What you are doing is taking any slack out of the governor linkage so it responds quicker.
