It's beyond ridiculous to set up irrigation on every farm because some years are dry. So I should spend a half-mill to irrigate my 400 acres the one year in 40 that we've had severe drouth? Sandy areas are scattered throughout all the states. You'd either have pipelines all over, or canals taking a lot of land out of production.
