Guess people don't understand the tremendous volume of water that is being talked about.
There is so very much drainage, and irrigation throught the country, we do move a lot of water around. So the concept is being done on small scale already, I agree.
But it is a drop in the bucket compared to one good rain. It's just hard to comprehend the amount of water and size of the the pumps and pipes to deal with this.
