Be up front and tell them you need it done by such and such a date. From personal experience I can tell you that when someone tells me they need something done "just anytime" it doesn't get done. There is always something more important right now to do. I think everyone can look around and see that project that got put on the back burner, same thing here probably. If you pick a date and stick with it for any reason, real or made up, then it is a priority and it WILL get done. At the same time you shouldn't have to babysit these jobs either. I bought a semi load of gravel to fill in an old cistern with, made the deal for the gravel pit to stop by with a skid loader and fill it in for me. I got the gravel, but no skid loader and operator. 1 year later I called the neighbor up the road to do it. He charged me less(I paid him what the other guy would have charged) and had it done the next day. He made it the priority, even though I made the same mistake and said "anytime will do, just as long as it's before the kids fall in it". Any other work like this and he gets my business.
