The way to make more HP is to...
1. Raise the compression.
That can be done one of several ways.
a. improve the air flow with bigger valves, improved intake porting and polishing ect and or a turbo. Both expensive and I don't know if you can really improve the intake manifold. Also a bigger cam shaft opening the valves wider and longer allowing more air in and exhaust out.
b. high compression pistons
You can get some HP by the adjusting the timing but you have to be careful and will only be able to tell how much with a dyno. That's about the only cheap way to do it.
Careful with your carb adjustments too. If it's blowing black smoke, even a little it's costing HP
