Ran into the same problem with one of the small Kubotas a couple of years back. In that case it wouldn't start hot or cold. So, in answer to your question, yes, it could be glow plugs, but that is easy to check. First check to insure they are getting voltage so they can work. If they are you can pull them and put a hot wire to the plug and then, holding it near the plug (cold end), ground the body and see if the other end gets hot. If each one gets hot and they are getting power to them then it's easy to either say yes, nonworking glow plugs are the problem, or it's time to start looking for some other problem.
