All three points are just single acting cylinders. They go down with the weight of the three point system on them. Yours is working harder so you need extra weight. See if there are any lubrication fitting on the pivots. If not then it might get better if you put some weight on it and work it up and down many times. After that if it still does not go down then you may have to work on the lift cylinder/rock shaft.
