Banks have been required to report transactions over $10K to the IRS for a long time, so that's nothing new.
I don't know what the bit is about your $3K deposit. Maybe someone here in the banking business knows about it, but my guess is it's the bank's requirement, not something written into law. Banks are required to file "suspicious activity reports" in cases of suspected money laundering, but they are not allow to disclose these reports to the customer (for obvious reasons). The next time you visit your bank, ask them to provide you with the law that requires them to report your $3K transaction. I'll bet they can't.
