Illegals (excuse me Undocumenteds) are exempt from everything, so are crooks unless they get caught rules and regulations only apply to honest folks. The cash thing has been in existence for more than 20 years, when I was selling cars any cash or cashier's check over a certain amount had to be reported to the IRS. It was to combat money laundering with the theory you could buy a car for cash and then re-sell it and get "legal" money I could never quite figure it out, guessing a career a a criminal mastermind is out of the question. Had one person that got really pi55ed at me when I went to fill out the form, they were kinda flaky and didn't like a lot of paperwork. I explained it was their fault if the would of written me a personal check we wouldn't have to do the form but since they wanted to wave a cashier's check at me as a bargaining tactic we had to fill out the form.
