I think you're right that geographic location has an effect. I'm no chemist, but I know that ethanol attracts water from the atmosphere. Fuel systems are "closed" but that does not mean they are shielded from the atmosphere. It's not an easy process to achieve and retain 200-proof ethanol, simply because air finds its way in.
I would guess that ethanol fuels would work better in Arizona than here in the deep south where the humidity hovers at about 80 percent. I don't worry about it--I buy nothing but ethanol-free gas.
