Saw a sign in Portugal when I was on holidays....it said English speaking doctor here....I thought "Now that would be a good idea back home!!!!" We are full to the brim of Europeans that speak many languages over here, but they work, and they speak English much better than we can speak any of their languages! But I know what you mean....I had a foreign guy working for me and left him to blow up a tractor rear wheel.....told him between 12-15 lbs pressure, came back to see him with a black eye and the tube in flitters, he thought I said 50 lbs and at about 45 ibs it blew the tyre clean off the rim.
