Yes it is too soon for winter wheat. I would wait until Sept. and plant Rye instead. It can be planted earlier and will make better hay. Wheat is hard to make dry hay out of. To get much in the way of feed value you need to catch it in the dough stage. Then it takes some time to dry down. That often is hard to do weather wise. Wheat is really a poor forage crop.
I have used forage Rye and it is more of a grass. So it is made without any heads on it. Plus is will come up faster and grow faster come spring.
