appears to be a sizer for braided rope,either grass or rawhide.braid your rope,pull it through the holes of correct size to make it round and uniform. sometimes we would braid a rope or line with a inner core them braid succesive layers around it.a tool like this would make the outer braid lay flat and avoid twists that would make weak spots.that one was probably used in a old foot vise like cobblers,or leather workers use. steeples and the notches helped strenghten it,because you often would have to pull pretty hard. we didnt braid a lot of rope,mainly repaired it,but we had a hole in a fence post we would pull it through.
