You don't say if its at all faucets or just one. If its at all faucets, something is clogging the line coming from the water heater. Since hot water is drawn off the top of the heater it wouldn't be scale which collects at the heater bottom. I would try disconnecting the line at one faucet and at the water heater and use compressed air to blow back to the heater to see if anything comes out and if you have good flow.
