Pour some CLR or a similar product in a zip lock bag and put the bag over the spout trying to submerge as much of the spout as you can in the liquid and leave it for an hour or so. That MAY solve your problem and if it does, you don't have to risk trying to get the tub spout unscrewed....which more times than not ends up breaking the nipple or if it's copper breaking the MIP adapter off the tubing. As others already told you, the problem is the tub spout with built in diverter.
