Like all old tractors it was running when parked. I am not up with the carb on these but can you see down the throat when removing air hose.?like the old car operating the accel. linkages will show the petrol squirting. you may need a mirror. Have you cleaned the air cleaner. Did you remove the rocker cover and check the valve timing,? Did you remove the tap from fuel tank to check for buildup of crud.? Just a little guess work here but that is the approach I would take.
