I have a Simplicity Legacy XL with a 27hp Kawasaki engine. It was doing the exact same thing. I checked fuel pump,spark fuel filter ect ect. My neighbor and I tore into the carburator and found the anti-backfire selonid was bad. It looks like a double A battery, only half as long stick out the carburator with a single wire running to it. Mine was shot. It would not let the gas into the carb. Called local Simplicity dealer not a stock item. ($135.00 to order one in) Kawasaki dealer didn"t stock on either ($98.00) We just snipped the plunger off with a wire cutter and screwed back into the card. Has worked ever since!!! You might experience a "back-fire" after you shut off the engine. Mine does not.
Be careful with the carb bolts and all the surrounding linkages. Alumumin to Alumumin and steel bolts are PIA Good luck
