If you are in a position it would not have to travel on the road very far I would get a New Idea #4 steel wheel rake. It's a 4 bar rake that the basket can be put it reverse and used as a tedder (rake / tedder combo rake). Two tools for one money. If a couple horses can pull it I figure just about any tractor can. Most can be had for under a couple hundred bucks (scrap price is about $75). Down side is the steel wheels are not meant to be on pavement. I'll go short distances but not miles.
They also made the same rake with rubber tires (#45 I think). Not as common but if you find one it can be moved on pavement like any other rake.
