The other have it pegged. Just regular old ammonia will neutralize the chemicals well. I was told it is to do with the fact that most chemicals are an oil based product. So the ammonia breaks the oil base down. I am not a chemist but this is what I have always been told.
I have used ammonia to clean out my sprayers for years. Even my small hand sprayers for the garden. I never have had any issues.
If you are cleaning you sprayer out for the season I have found that RV antifreeze works great to protect everything from freezing. It seems to also keep the seals and valves from drying out as well. On my 500 gallon sprayer I use about ten gallon. I spray it through the boom so the drip less nozzles are protected also.
