I'm not familiar with Ford. But some of the AC's I used to work on probably had the same thing. When you spun the starter, the gear would spin out and lock. It would take the firing of the engine to over come the lock, and return the gear back home. If you can get the starter re-installed on the tractor without jamming anything it should be OK. Seems like I have also used a brass or aluminum punch and rapped the gear enough to disengage it.
