Can't blame the utilities for a lot of this. It's Mother Nature. We do a pretty good job here in the US. I work with guys who've recently come from India. It's routine for the power to go out fo 2-4 hrs EVERY DAY! That's in the urban areas. In the rural areas, it can be out for 4-6 hrs EVERY DAY! These are planned rolling blackouts due to the lack of generating power.
When a massive storm hits, the utilities rely on neighboring states to help out. Utility guys here in Michigan were in Ohio and were called back yesterday after bad weather hit here.
Also, there's been a big push to do massive tree removal to keep from having these outages due to weather but the people who live along the power lines are complaining and suing for losing trees they planted in the easements where the power company has the absolute right to keep it clear.
