I had something like that happen once after I had taken the carburetor linkage off and put it back on later. Everything was in the right place but for some reason it would only run wide open. I fooled around with it a bit and it suddenly went back to normal so the only thing I can figure is that something was in a bind somewhere. Maybe you have something similar going on.
