A JD 7020 would be a 1971-1975 tractor. They where not the best on fuel but not near what he is claiming. If you would tell us how many acres he did I could give you a better estimate of his fuel use.
I think you are just being scammed. I would not have paid him a dime since you did not ask him to disk for you. As for the hay he took. I would tell him to bring it back or you are going to call the sheriff to report it stolen.
