i do this for a living.you need to wire brush the rust to stop the activity, this kills the rust.if there is a lot of dust , wash it with water. let it dry a day or two. now you need a good fibered aluminum roof paint.mine cost me about 65 per 5 gallon bucket.brush it on , but not to thin. needs to be fibered to seal any pin holes or cracks.the one i started today was last painted by myself in 2002 and is just starting to show rust.
