I think Pete76Ny has hit the nail on the head. If you are using the brass sealing washers then you will have leaks. Use the lead washers that where made for the tractor.
Also you said you have had the head ground to flat. What about the block??? I have seen them domed around the head bolts if they have been over torqued.
