I wonder if it was really tore up or just scraped up. Few years back a guy here had a flat and left about 25-30' marks where couple disk rode the pavement. Two marks 8-9 inches apart, maybe 1/4 deep but I doubt it. Only reason he was identified was he did the right thing and stayed right there until his help came with the spare. State trooper beat him there.
Highway engineer said 1/2 of the road 200' long had to be resurfaced citing chips where the disk "chipped" the road when the tire fell into pot holes. Do not remember the number but it was quite expensive. Insurance covered it in the end, but there was no need to resurface 200' of roadway, especially when it was already in such poor condition. And of course, the fact that the road way was full of patches and pot holes meant nothing, his insurance still footed the bill.
