Sounds like it's an ORB fitting. It's normal for most of them to swivel when tight. However... they do eventually wear out and will leak at the swivel. If they're that old/used I'd suggest you change the hoses as well. Those should only be a short hose leading to a steel line... When you look at the price of fittings today... particularly THAT fitting.... it doesn't make much sense to save 10 bucks worth of hose only to have it blow next week and replace a 30 dollar fitting again.
