If you are qualified to be a legion memeber, you are qualified to go to the VA. The hearing aids are not top shelf, but the cost would be transfered to you state's medicare. And the VA does give you stuff insurance, medicaid/medicare might not want to cover, and just shoves the state the bill. You judge whether it is unethical and deciteful on the VA's part, but it works for the people that need it.
