It has been several years since I seen one but what I remember the valve should have an inlet and an outlet port on either side of the valve and two ports coming out the top of the valve on the top of each spool. If one side is not working right, I would imagine it either has some dirt in the bore or is scored to where it is not getting full travel. I would take it apart carefully and wash it out and check the spools. It has been a long time since I had one apart, but it seems like they had an o-ring on each end of the bore. They are a simple valve so it should be working, unless you have something coming apart in your cylinder. Seems like there was also a pressure regulater valve somewhere in the block too.
