You have a high pressure leak around one of the pressure poppets in the SCV. The SCV needs to be rebuilt. I doubt an adjustment would help it if its applying pressure to one port like it is because it probably has a scored valve or valve seat. You can rebuild the SCV yourself, but the adjustment procedure can be somewhat confusing, so make sure to have the books before you tear it down.
