Neither. The 24V generator,24V regulator and 24V starter float isolated from chassis. Half the lights are +12V and the other half of the lights are -12V. Do you have a wiring diagram? A 12V conversion will work if no shortcuts are taken. There are some 4.0,4.8 and 5.0KW gear reduction starters on ebay. The new Delco 44MT should fit too. 24V is fine if maintained properly.
