The level won't tell you squat. Use a ruler, and have the front measure the same, or a little bit lower (maybe an inch or so) than the rear. If it's higher than the rear, you're cutting it coming and going.
Your cutter should have some sort of protection on the shaft, that's probably there but isn't working. Either a frozen slip clutch, or too hard of a shear bolt. If you could post a picture of the set up, and the PTO shaft (both ends would be nice) it would help us help you much better.
