several possibilities, most common is the clutch is stuck,best way to free that if driving it around a little doesnt free it is to hook it to something like a disc or something that will make it work, then work it hard for awhile, after it frees up, if the tractor isnt used frequently, block the clutch pedel down when the tractor is parked,dont forget to chock the wheels so it cant roll off, another cause is the tractor being stuck in 2 gears at the same time, when this happens due to worn components, or abuse by a kid who played with the tractor without your knowledge, the stick usually feels 'different' have to pull the top off the tranny and line the forks back up in the nutural position, the service manuel will tell you how to do that, ,
