Freon is like Helium - it displaces oxygen. The "high" is from lack of oxygen. All they need to do is hold their breath and get the same effect.
A couple years ago a "repair" man was playing with freon with his child in a bath tub. He was using a small hose and blowing bubbles in the child's water (expensive bubbles). He then left for a while and came back - the child was dead. The freon filled the tub (heavier than air) and the child died from lack of oxygen.
