Is it rusted in maybe? Push the plunger down and fill the cavity with penetrating oil. Let it set overnight if you can. Sometimes you can get on one of the tails of the ring with a small punch and turn the whole ring in the barrel, then you can get behind it with a small screwdriver. If you put the end of the screwdriver in the vise, you can put a little bend in it. Then it will slide behind the snap ring better.
