If the tag was legit, it takes a little time to narrow it down and leg work to eliminate the innocent. Sounds like it was too much work for them or they didn't want to deal with it. if you got insurance and if it is only for "a few tools", they seem to be more eager to provide you with the paperwork for the insurance then to investigate. Unless it's election time.....sad, sometimes.
