I think it is due to the very large increase in blade speeds that has occured in the last 10 years or so. My zero turn is 60" cut, 25hp. At full speed it will cut "normal grass at normal height" at 11mph. I thought this silly when I bought it, but it gets it done very quickly, no skipping etc.I have a 1 acre section of my lawn that is flat and smooth, it mows it very quickly.
Most of the new machines of quality not just zero turns, have much higher ground speeds when cutting in comparison to the older machines.
