Think it depends on the scrap yard and or state. I have a brother never worked a regular job in his life, and he does a lot of scrapping. His picture, drivers license, and tag # are on file at several yards he uses. One of the yards called the cops when three yahoos showed up with a bunch of busted up bronze cemetary plaques. Two guys got two years and the girl got probation.
