The best time to spray and actually kill dandylions is in the fall when they draw nutriants into the roots. If you spray 24D now you will stunt the dandylions enough to keep them from blooming but it will kill the new grass not the dandylions. The 24D label should have the directions, or they are available online.
For now mow the dandylions often to keep them from going to seed and keep the grass watered until the grass can get established. Spray 24D or Weed-B-Gone in the fall after the grass is established.
