I'll second the recomendations to use POR-15 or a similar rust inhibitor as part of the preparation for painting. It is an acid (phosphoric acid, I can't remember) that converts the rust to a less active compound, similar to a black oxide treatment. Many brands are available, most hardware stores carry some less expensivew versions or POR-15 that work just as well, like Rust-oleum Rust Reformer. I used it in 2006 to clean up a very rust pitted anvil, that paint is still good.
The original "paint" on most vehicle chassis used to be a thick heavy wax mixture that the parts are dipped into. It dries out over the years and thins until it starts to look like regular paint. If your are taking the time to clean up the rust properly I'd try to re-paint with something close to the original protection that will last a lot longer than a thin coat of spray paint.
