A long time ago back when I was a Moline mechanic and I didn't even know how to spell one. We got a call about the same, This was a M5 Moline and the 7 ft Bush Hog wouldn't go down or up. Moline's are notorious for the 3 point leaking down. I got out there and put a pressure gauge on the hyd systen. and had 1800 psi when the lever was pulled up. and Zero when the lever was pushed down. the cutter would go up and down about a inch. Bottom line the pto shaft was twisted up inside the cover which was steel then and you couldn't see it. Had to cut the shaft off with a torch.
