State of Florida Department of Motor Vehicles has a form you fill out to register with no title. No much different then New York. You must give the weight of the trailer. If it has NO serial or VIN number - they might assign you one. If it DOES have a # - depending on weight they might require a police officer to look it, verify the #, and write you a slip to hand in.
A friend of mine lives in Punta Gorda and has registered many trailers that way. Most he buys have not titles since many in Florida never had them to start with.
New York works the same way - but if a trailer is over a certain weight - you must prove the weight with an official weight slip. I get mine down the scales at the local scrap yard.
