Never hurts to check with the county before doing anything development related but the county I'm in doesn't require permits for knocking tree's down or digging dug outs for water. In the case of digging anything, you should have them come out and mark where underground lines are. You could explain that you've had a tree fall on the barn and don't want it to happen on the house.
